I have laid before the Lords Commissioners of

His Majesty's Treasury Mr. Cowell's letter of the 21st December last (92710/32) and subsequent semi-official

correspondence relative to the pension awarded to Mr. Walter Russell Brown, C.B.E., formerly one of His Majesty's Consuls

General in China who administered the Government of

Wei-hai-Wei during the period 17th August 1924 to the 28th

March 1927.

In reply I am to request you to inform the

Secretary of State for the Colonies that in the circumstances

represented My Lords agree that Mr. Russell Brown's service

during this period may be regarded as pensionable, and They accordingly sanction the payment to him from Subhead F of

the Vote for Colonial and Middle Eastern Services of the

sum of One hundred and forty nine pounds ten shillings and

threepence, being the amount by which the additional allowance awarded to him by Treasury Letter of the 16th
